The Centers for Disease Control and Prevention (CDC) announces the competitive availability of fiscal year (FY) 2014 funds to implement funding opportunity announcement (FOA) PS14-1403: Capacity Building Assistance for High-Impact HIV Prevention.

Toward meeting the vision and goals of the National HIV/AIDS Strategy (NHAS), CDC will institute Community High-Impact Prevention (CHIP), a new initiative to shift programmatic efforts of capacity building organizations to further maximize prevention impact to reduce HIV infections and related morbidity, mortality, and health disparities across the United States and its territories. PS14-1403 will support the single, flagship program that fully reflects CDC’s new direction for providing high quality capacity building assistance (CBA) services for health departments, community-based organizations (CBOs), and healthcare organizations to plan, implement, and sustain a high-impact approach to HIV prevention based on scientifically-proven, cost effective, and scalable interventions directed to populations who need it most.

Awardees will constitute a national CBA Provider Network (CPN), implement all general program requirements, and deliver free (not for fee), high quality CBA services including (1) information collection, monitoring, synthesis, packaging, and dissemination; (2) training for skills development; and (3) technical assistance (i.e., consultations, services, and facilitation of peer-to-peer mentoring) to address a selected funding category and its related program components. Available funding is categorized by the primary organizational consumers of CBA services: Category A: Health Departments, Category B: Community-Based Organizations, and Category C: Healthcare Organizations. To provide overarching coordination and support of the CPN, there is also Category D: CBA Provider Network (CPN) Resource Center.

Applicants for Categories A, B, and C must limit the foci of their proposed CBA programs to three of the program components listed for their respective funding categories. Applicants for Category D must address all listed program components. Applicants may apply for one award per selected funding category. Applicants may apply for no more than two of the four available funding categories (i.e., Categories A, B, C, and D). If applying for two categories, applicants must submit two separate applications.
